A polygraph examination (psychophysiological examination) is a safe interview procedure conducted according to established rules and does not pose a threat to a person’s life or health. During the examination, a polygraph is used to record a person’s psychophysiological responses to the questions asked. These data are then analyzed and evaluated by an expert to form conclusions within the scope of the conducted examination.
Polygraph testing may only be conducted based on the voluntary consent of the person being tested.
Polygraph testing (“lie detector” examination) is not conducted for the following categories of persons:
Persons under the age of 14 are not tested. Persons aged 14–16 may undergo testing only with the consent of their legal representatives.
Persons experiencing severe physical or psychological exhaustion.
Persons with mental disorders or exacerbation of cardiovascular or respiratory diseases.
Persons under the influence of narcotic, psychotropic, or strong medications.
Persons under the influence of alcohol or drugs.
Persons who do not consent to the examination.
Even if consent is provided, the polygraph examination procedure is not organized in the following cases:
Testing is not conducted for women who are in the second half of pregnancy, as the physiological condition may affect the indicators and overall well-being during the procedure.
A polygraph examination is not used to predict a person’s future behavior, intentions, or decisions that are not confirmed by specific events or actions in the past. The examination is based exclusively on the analysis of already known facts.
The procedure is not conducted if there is no written confirmation of the person’s voluntary consent to undergo a polygraph examination. This is a mandatory requirement for conducting the examination.
During a polygraph examination, questions that go beyond professional and ethical standards are not permitted:
Questions related to political, religious, or racial beliefs, as well as a person’s personal preferences.
Information related to intimate or private life that has no direct connection to the purpose of the examination.
Information that constitutes a state or military secret, as well as information related to the activities of intelligence services or law enforcement agencies of Ukraine.
